I had even RESTORED MY IPHONE and it still wasn't working, so I was pretty bewildered when the support tech informed me just to hard reset the thing. That's when you press the top button and the home button until the thing shuts off by itself. It will ask you to "slide to shut off", but don't do it, instead just hold those two buttons until it shuts itself off. I did a hard reset and it fixed my inability to connect over WiFi.
